CY Leung: Hong Kong’s Global Synergy & ‘One Country, Two Systems’ Deliver Value Beyond Trade
: :

Q:

So talking about international collaboration, In which areas can Hong Kong excel to enhance China’s international relations or its soft power presence?

Hong Kong is an economic city, and we talk to Hong Kong people about international relations, they always immediately think of economic relations. But, of course, we know that our international relations go well beyond trade and financial services and so on.

Sports, for example, can be very international. Culture can be very international. Art can be very international. We know, and this is economic activity, I know, but Hong Kong is now a major trade centre for art collection.

In recent years, seven years now, I've actually tested this point myself, bringing a Hong Kong-registered and Hong Kong-funded charity to promote the public health of people in need in eight countries in four continents.

And so in terms of international relations, we now have another string to our bow, and this is called charity.

GX Foundation, which I found, has brought eyesight back to nearly 20,000 patients, and that's just one of the six types of services that we offer to the peoples in these countries.

And so I very much encourage Hong Kong people to think outside of economic activities and ask themselves what they could do, given their expertise in other sectors outside of China.

Q:

In what specific ways does Hong Kong’s implementation of "One Country, Two Systems" showcase its unique institutional strengths? What insights can this provide for people of other parts of the world?

Firstly, the fact that we have “Two Systems” in place within our “One Country” itself is a systemic advantage for China. So you have “Two Systems” to play with, and then you have the synergetic energy between the “Two Systems” to be released once you bring the two systems to work together.

The currency issue is a very simple and very effective valid example. So, within the GBA (“Greater Bay Area”), we should look at these issues, and I think we have, and we got the answers to the question of implementation.
